Born in the quaint town of Maurepas, Louisiana, Joyce's life was one marked by deep bonds and cherished memories, particularly within the loving embrace of her family.
Joyce lived for the joy of her family, pouring her heart into every moment spent with them. Cooking was a passion that she wielded like a form of art, each meal prepared infused with love and a desire to bring everyone together. Her grandchildren were the light of her life; the love she held for Bryton, Kira, Javion, Jean, Alijah, Isaiah, and Cameron was immeasurable, each of them a reflection of the joy she carried in her heart.
She is survived by her devoted daughters, Alicia Locicero and Charlotte Navarro (Ethan), and her sisters, Annette Stewart (John) and Essie Cowen, who will forever hold dear the memories of shared laughter and the warmth of their sisterly bond. Each family gathering was a testament to her nurturing spirit and her ability to create a haven of love and belonging.
Joyce is preceded in death by her beloved husband, Joseph "Butch" Anthony Locicero, whose absence she felt deeply; her parents, Ruby Smiley and August J. Ballard; and her brothers, Claude Ballard and JP Ballard. She also mourned the loss of her precious grandson, Jayden, with whom she was surely reunited in spirit.
Joyce Carolyn Ballard Locicero's life will be celebrated with love and remembrance. Visitation will take place in the chapel of LN Hughes Funeral Services, 21400 South I-12 Service Road, Ponchatoula on Wednesday, January 14, 2026, from 10:00 AM until the start of the funeral service at 12:00 PM. A graveside service will follow at Springfield Cemetery.
